Gov’t To Build 50,000 Housing Units For Teachers Under New “Teacher Dabre Initiative”

The government is set to construct 50,000 housing units for teachers across the country under a new programme aimed at improving accommodation and encouraging teacher retention, especially in rural and underserved communities.

The announcement was made by the Minister of Education, Hon. Haruna Iddrisu, on Monday, July 20, during the Government Accountability Series.

The Teacher Dabre Initiative

Mr. Iddrisu said the project, named the Teacher Dabre Initiative, is a government programme designed to provide decent and affordable housing for teachers and to address long-standing accommodation challenges in parts of the country.

“We intend to construct 50,000 housing units for teachers all across the country,” the Minister stated.
“It is led by the District Assemblies Common Fund in order that we want to decentralise it at the regional and district level.”

Under the decentralized model, Regional Coordinating Councils and Metropolitan, Municipal and District Assemblies will spearhead construction in their areas, with technical and policy support from the Ministry of Education.

Funding And Implementation Support

To ensure the project takes off smoothly, Mr. Iddrisu disclosed that the Ministry will provide additional backing, including the use of pension fund resources from the Ghana Secondary School Pension Scheme (GSOP) as collateral support.

The Minister explained that leveraging existing teacher pension structures will help secure financing and make the housing units sustainable and accessible to beneficiaries.

Incentives For Rural Postings

Beyond housing, the Minister announced that government is close to finalizing arrangements for a 20% allowance for teachers who voluntarily accept postings to rural areas.

“Apart from the 20% allowance for persons who are self-posting into rural areas, we are almost through,” Mr. Iddrisu stated.

The allowance, once implemented, is expected to serve as a key incentive to attract and keep qualified teachers in hard-to-reach communities where accommodation and social amenities remain a challenge.

The Teacher Dabre Initiativeforms part of broader measures by government to improve teacher welfare, address accommodation deficits, and make rural postings more attractive.

Education stakeholders have for years cited poor housing as one of the major reasons for teacher attrition and reluctance to accept postings outside urban centers.

By providing decent housing close to schools, government officials say the initiative will not only improve teacher well-being but also enhance teaching and learning outcomes in basic and secondary schools nationwide.

Mr. Iddrisu reaffirmed the Ministry’s commitment to working with the District Assemblies Common Fund, teacher unions, and development partners to ensure the timely delivery of the housing units.
